Statewide Resources for Bullying Prevention and Response for TK-12 Neurodiverse Students (SB 939)

California Senate Bill (SB) 939 from the 2023-2024 session is a law strengthening anti-bullying protections for neurodiverse students (like those with autism, ADHD, dyslexia) by requiring schools to update policies, provide resources from UC|CSU Collaborative, and integrate neurodiversity training into anti-bullying modules for educators, addressing high rates of bullying faced by neurodiverse students. Sponsored by Senator Tom Umberg, it mandates better awareness, clearer procedures, and resources for neurodiverse pupils to combat discrimination and harassment in schools.
What are we doing about it?
The UC|CSU Collaborative is partnering with the California Department of Education (CDE) to develop age-appropriate, research-based training videos and resources for TK-12 schools that address these challenges. This work supports SB 939, which calls for school and community resources to combat discrimination and harassment against neurodiverse students and promote educational equity.
Our goal is to translate neuroscience research and developmentally appropriate practice into research-informed, equity-centered resources that center the lived experiences of youth, families, educators, and school leaders. These resources equip students, families, and educators with the knowledge and strategies to recognize bullying early, speak up, and support all students.
What will I learn from the resources?
The series situates bullying as a critical public health issue — one that disproportionately affects neurodiverse youth — and examines how brain development, behavior, and digital engagement shape bullying and cyberbullying in TK-12 settings.
Anyone who takes these courses will have the opportunity to explore clear definitions of bullying and neurodiversity, identify warning signs and impacts, and engage with research-based, developmentally informed strategies to prevent harm and support students involved in bullying.
Resources will be available in English and Spanish. Versions will be tailored for TK-5 and 6-12 students and will include video series on:

When will the resources be available?
